Advice on toilet training...

Someone please tell me there is hope, I am almost at my wits end!!!
LOL! Actually, I know that there is hope, but I don't know what to do anymore.
My three-year-old son has been "half-way" toilet trained for one year now. Half-way meaning that he has no qualms about going number one in the toilet but he will ABSOLUTLY not do number two!
I never had any problems with my older son, but I have no idea why my three-year old does not want to! Early on in his toilet-training he actually did a poo in the toilet on his own (I didn't know until I went to look for him), and I found him in the washroom, standin there with a roll of toilet-paper. I looked in the toilet and saw that he had did his business in there and I was so happy and proud of him and I praised his efforts. He took one look in the toilet bowl and kind of shuffled away.
I don't know if seeing his..waste sitting in the toilet traumatised him in some way or something, but since then, he's been pretty much soiling his underpants.
What do I do? I'm getting tired of washing his poopy underwear
Any advice is welcome! Oh...and encouragments also...hehheh.
