Children Left Alone in Vehicles

Twice in the last few weeks, I have noticed young children left alone in a vehicle while their caregiver is in a store...once at Starbucks and once at Blockbuster. Both times I figured the child to be 4 to 6 years old. Even after letting the business places know, I didn't feel right about leaving. An employee at each business said they would keep an eye out. But, I ended up sitting in the parking lot waiting for their caregiver to return. One of the times I waited 6 minutes and the other time, 11. I didn't confront the parent, I just left after they got into their vehicle. So, what is the right thing to do? I feel like I should have let the parent know that I was concerned for their child's safety. It's upsetting to see this. I have 3 small children (4 and under) and I understand how much work it is to lug them in everywhere I go, especially those "quick" stops. But I would rather have an inconvenience than a regret.
