Chariots and helmets

We have a chariot and love going for walks with the kids. My husband also takes my 3 1/2 year old for bike rides and now that our youngest is 1 we want to take both of them. We've always made our 3 1/2 year old wear his helmet for the bike rides but I don't even know if they make helmets small enough for our 1 year old. I'm just wondering if anyone knows where you can get a helmet that small, or if they need to be wearing a helmet in the chariot(assuming you're riding on walking paths and not in traffic).
