Permits: feeling picked on

just a question.....to all you mom's out there who run a private(4 or less kids) homedaycare (or even if you call it babysitting) do any of you have a permit to do so with Brandon Area and Planning. Apparently you need one. My problem with this is, how can they enforce it with some people and not with others. They only way BAP knows that I am running a private daycare is that I went through the licencing process and decided against it. So now, I am being told that I need to obtain a permit to run. How come I have to get one, but my girlfriend who is also running a private daycare and is unknown by them is not being made to? Why am I being picked on and made to do something that she isn't? How can they make some people do it, and others not. Does this make sense to anyone? or am I just being irrational? There are so many private daycares in the city, how do they decide which ones they are going to make pay for this permit?
