So Stressed Out ... What Should I Do??

i am getting soo fed up with my 2 year old .. she breaks everything and she never ever listens she does things and then looks at me like she thinks its funny when i get mad.. i tried time outs dont help.. i tried closing the door to her room and she will freak and start hitting the wall/screaming and end up hurting herself.. she hurts her younger brother all the time and he is only 2 1/2 months old ... like when he is sitting in his chair she will flip it over and then i give her trouble cause she hurt him but she doesnt seem to learn.. i know that it might just be a 2 year old thing.
So if anyone has any suggestions please help me casue im getting sooo stressed i am more tired then usual and its even making me and my bf unhappy :S
