kids and chores

I recently had a rather heated discussion with my mother-in-law regarding whether kids should do chores around the house or not. I have 2 kids ages 10 and 16, they both are responsible for their own rooms and the supper dishes. The 16 year old does her own laundry and will help with other things such as vacuuming or dusting, etc. when asked. My mom-in-law thinks that the kids should not have to do dishes or help out around the house other than picking up after themselves. She thinks they will have a lifetime of dishes and chores to do and they should be allowed to slack off while they are young.
My question is this, how much is too much as far as helping out? Should kids have chores to do? why or why not?
