Licensed and/or Private Child Care Providers

I don't want this to turn out to be a controversial discussion as to what's right or wrong.
I'm looking for some information as to what would be considered the "norm" for (specifically) licensed non-funded and/or private day cares to charge or not charge for days that the daycare is closed for statutory holidays, Provider holidays, Provider sick days, etc.
**I know that funded day cares cannot charge for any day (other than stats) that the day care is not open - that is why I'm asking either non-funded or private day care providers**
If you are a day care provider, does your rate fluctuate according to the days that you are closed? Why or why not?
