Bullying .when the school won't do anything about it

I'm at my witts end trying to figure out what to do..My son 14 has been bullied for the last 3 years. I have gone to the school and talked to the Principle adn the guidance councillors and nothing is getting resolverd. The teachers all tell him to "deal with it" the principle and councillors tell him " to stay far away from the kinds that they are like oil and water"
I have threatend to get the police involved but do not know who to go about doing that. How do I deal with this? Is there a chain that I have to follow to get to the top.he is going to highschool next year and I am really really worried..
