Balogna Sandwhich?

So, Meika's first day back to school was today . As she is in Kindergarten they are required to bring two snacks a day. I know allot of people that find their snack list ridiculous to begin with... Anyways, today I made her a bologna sandwich and also sent a fruit cup and a pudding. I figured the sandwich was a good idea as she's not a huge breakfast person, and snack is around 10 and usually by then she is hungry. We are also running low on our regular snack food until the weekend when I will stalk up again.
So when she came home from lunch I asked her if she ate her sandwich up.. Apparently she wasn't aloud because it's not a "snack" food.. It's a "lunch food"!
Not like I sent a peanut butter sandwich... Just a plain balonga with margarine!
How ridiculous that they can dictate what is a snack food or not! Maybe if I had cut it up into little chunks and put it in separate baggies It would count as a snack food? Lol... Wow... I'm just really annoyed at this...
Is this right? Am I over reacting here?
