Opening a daycare?

I always hear of people (including myself) saying that there is no daycare spots open. And then there are the ones that say they would like/need to work, but can't justify paying 75% of their pay check to someone else. I personally would like to stay home when my maternity leave is finished, and possibly open up a daycare, and maybe help some working class parents by having lower costs for daycare.
When i had my boys in daycare is cost about $700 every 4 weeks, Thank god we were subsidized, but what about those that are just over the qualifing cut off?
Does anyone know what needs to be done to open up a daycare, private or licensed? Who do I contact?
Have you had a daycare? Any info would be greatly appreciated.
