Just to clear up a few misconceptions:
Groomers were actually allowed to be open in the Spring. Mine was. Some chose to close.
Groomers, unlike human haircuts, are for the health, safety and comfort of animals. Some owners are unable to be bathed by their owners (especially elderly ones), cut their nails, or keep them trimmed to prevent mats. Matting can lead to other issues in some breeds, as can their nails being too long.
Humans, on the most part, will not suffer health consequences for not getting a hair cut. Those that need help washing their own hair, foot care etc usually have someone coming in, and those services continue.
Massages are overseen by their regulatory college. Regulatory colleges do a lot of work overseeing best practices for their members, and well as enforce codes of conducts and professional standards. They are also part of health care. Hairdressers do not have such oversight from a regulatory college, and are not considered part of health care.
So that's the difference.
