Command training my new puppy

I Just got a Puppy last week, hes a 4 mouth old Bichon Shitzu.
He a good little puppy, Playful and he loves his nap time that's for sure.
I'm having problem with him always trying to get to my hand because he always thinks i have a treat in it. I don't mind so much when I don't have a treat in it, I just put it forward for him to smell and then carry on playing with him, however when I do have a treat in my hand he'll be all over the place trying to get this treat which then gets in the way of me trying to train him, I cant even make eye contact with him to try and get him to stop, I've tried not having the treats on me and just on the table to one side, but still he's just trying to get the treat. I've tried training him after he has had his food thinking he might be full therefore would not go after the treat as much. I've even tried rewarding him with a new toy I got him but he wont bother with it. I know training dogs takes time, and we're working fine towards house training him, he has his few mistakes but only when I'm not looking which is really my fault. But does anyone have any advice on what i can do? I book I'm reading for his training hasn't dealt with this issue.
Few people have told me about classes where they teach this kind of commands, but anyone know which is a good place and how much it costs?
Last question, Do spays to make you dog eliminate in specific areas really work?
