Do you think that Brandon is a pet friendly community

In Winnipeg the by-law states that you can have up to three dogs and three cats. You only have to obtain a license for your dogs. The cost is unsterilized dogs 60.00 and sterilized dog is 25.00 .Also you can get a Excess Animal permit ,with a application fee of 120.00 . There is no by-laws for cats no license fee and no by-laws saying that you can not let your cats run free. I personally think that cats should not run free because they could get hit by a car . But I thought it was strange that Brandon has a lot more by-laws regarding pets then Winnipeg. What do you think ?
