Jeckle and Hyde Syndrome

For lack of a better simile... It could happen with receptionists, waitress', or even retail I suppose. For example's sake lets pick waitress'.
What in the world do you do when a new co-worker is hired, and she is very sweet and agreeable the the employer, but as soon as his back is turned is a scathing witch to all the other employees. Literally stealing tables, (and thus tips) at all and any opportunity without remorse. When confronted by the other server, calls them a b___ch, and continues to do the same over and over.
When the other servers do finally say something, or complain to the boss, they seem to come off as the trouble makers, because the nasty waitress is ever so sweet and nice to him. He has never heard her say anything disagreeable, ever.
He never sees the dirty looks and snide comments, or notice that all the tables coming into the kitchen are all under the same person. He doesn't notice that said server won't touch the dishes 'cause she might miss out on stealing yet another table.
How can employers be so blind? It's usually men employers too. I like to think that women are more observant, and would see right though this scam.
But how does a person stop this without seeming like a whiny baby, or a trouble maker? Any suggestions?
