Broadcasters: So who's right?

So for a while we've been seeing commercials by the local broadcasters saying that they are in trouble and need 'our' help. Then the other day i see a commercial by Shaw saying they are just after our tax dollars because they miss-spent the money they already had.
SO anyone understand whats going on with this? lol. I know the local companies are trying to introduce some sort of tv tax right? (this tax would be against cable/satallite, and their customers) But from what i read on shaw's website they are already receiving a substancial amount of money from them.
Anyone care to enlighten me on this? lol. Is it a scam by local broadcasters or is shaw just trying to save a few bucks?
