I have a 17 year old who recently graduated June/17, and has now got the concept of how important education is, and if you're wanting University that you should go for the higher end English, math, and sciences. How does one who is graduated already but still under 18 upgrade their sciences??

Couple of options that are available.  
 
ACC Adult Collegiate - classes are super cheap $75 each or something like that.  
 
Google ISO Manitoba and call them. This is the dept of ed distance learning branch and he can order the courses and do them on his own. It's $200 a course to do it this way.  
 
Personally I would recommend ACC. That way he's in class, has help more readily available, and it's cheaper. Feel free to PM any questions, I'm a teacher.

Not sure if you can since you've already graduated but worth a call.

You can upgrade by enrolling in 090 courses at BU in Chem, Bio, Math, Physics.  
 
I'm not sure it's the cheapest way, but the courses are specifically designed to prepare you for first-year university, if that's what your end goal is.  
 
The quality of teaching is excellent, and you can use some of the credits towards a degree.

I have a child in the exact same boat. Neelin off campus doesn't offer the class she needs. She can't go to ACC adult collegiate until, well, she's an adult. She is going to sign up for their January term, since she turns 18 in December. Correspondence wasn't an option for her as she felt she would do better in a class setting. Going back to Crocus wasn't an option as she works full time and didn't want to tell her employer she wasn't available day shifts for a whole semester for only 1 class...

Return to high school free , they are under 21!

Athabasca University is "open" which means anyone of any age can take their courses, even if they're under 18. They are university-level and will give university credit IF they are transferable (which not all courses are - check with the institution that they'll want to go into, first).  
 
They cost a bit (about $750) but all the materials are delivered to you and you're assigned a "tutor" to answer any questions. I've done one course with them and am in the midst of two more - they're not overly difficult if you've got the willpower.

Is it actually possible to return to high after graduating??

Once they turn 18, I would try and utilize acc adult collegiate as (unless they have changed it over the last few years) if you have graduated you can upgrade 3 classes either at no cost or a very very discounted rate. This is what I did a few years ago with math, biology and chemistry.
