To begin, tell us what your PC OS is (windows, linux, MacOS, other) and its version. What mic do you have (model)? Is it wired or wireless? Where seem to be a problem: the mic is recognised on your computer but you can't use it, or you PC doesn't see the mic at all?

It is an hp Windows 10 home edition .. 64-bit . i have the at2020 condenser mic . it is wired. i have an interface scarlett2i4 . but i also tried on a seperate occasion to use a xlr mic cord to usb directcly from microphone to computer .(usb Pnp AUdio device ) it notices its there but it is not pickin up on sound at all

Ensure that the proper recording and playback device is selected from your sound settings and that volumes and levels are all where they are supposed to be.

Since your microphone is professional, it needs more power than what a USB connection can provide (usb2 is 5V, 0.5A (0.9A for usb3)) thus you won''t hear anything from the direct connection to your computer.  
 
As for the scarlett2i4 unit, could you please double-check with the instructions/manual, available here (but probably you already have the manual shipped with the unit):

latlive is right, a regular usb convertor isn't going to work. It looks like the scarlett2i4 has phantom power, have you tried turning on the 48V button?
