What about Whitewater Lake, between Boissevain and Deloraine? I was driving near Boissevain today and saw two swans flying!

Speaking of migratory birds....you should really check out west side of Oak lake in the ag fields. Sandhill cranes by the thousands.  
 
It's quite a site to see. Actually one of the biggest staging areas in Canada for cranes on their way south.  
 
Not sure how close you can get. They are weary birds. You could definitely get birds in flight pics.  
 
Best times are early morning and evening when birds are feeding in fields.

Don't wait too long to visit. This mild weather has kept them around longer then usual in the area. Once the first cold snap hits us they are gone quickly. They should stick around for the week with temps in the low teens.

Last year around this time I was out at Park Lake in Neepawa and there were thousands of birds on the lake including Swans. It also has bird sanctuary where there are a couple of Emus and a variety of different birds.

You should also be able to spot many bald eagles in that area. I have seen many in my travels in all areas. They seem to follow large groups of waterfowl as they migrate south. This time of year is your best chance to see one. Your chances of a picture should be good. They are not  
skittish like the cranes.

When you say Oak lake do you mean the town?  
 
And does west mean along the Transcanada or along 254 or??

Oak Lake, the large body of water that is busy with migratory birds. Cranes, geese, raptors.  
 
You need to get off pavement most likely.  
Cruise the gravel roads between the lake and Hwy 83. The roads are in poor shape so use a truck or wait a few days for roads to dry up.  
 
Early morning and supper time for best chances on cranes and geese.
