There are places where the hourly rate is same as here but they get something done.
I have watch 2 sections of highway 2 years ago get paved ripped up repacked paved again redone all summer long. That job would have taken an American company less than a week to do. I have seen this so often it makes me MAD.
If the highway department would say we want this and that done and you get this amount of money and is to be finished this fast we might be able to see some work done instead of the VERY slow process that our manitoba companies like to work.
And don't tell me I don't know what I'm talking about as I have relatives who run semi for these companies and they are laughing all the way to the bank.

I don't think you understand how the tendering system works for jobs like that.
MIT says we want this and that done. They also say you are going to pay us x per day for site occupancy. They also say after x date you have a $100k lumpsum penalty and a daily penalty after that.
If you are referring to hwy 2 from 10 to souris. They completed cold in place recycling on that section of road which is not a common place in most States, North Dakota for example has had one job completed with a county. Ontario however performs a tremendous amount of it. Manitoba on the other hand has only completed about 6 jobs ever of CIP.
