It depends.
If you intend to can your tomatoes, it's imperative to protect your plants from frost because once the plants are impacted by frost it alters the acidity of the fruit, which can make them unsafe to can. They are still fine to freeze or eat fresh. In that case, you might need to pick them before a frost.
Otherwise, if the plant still looks relatively healthy, you can leave the tomatoes until they are ripe.
If you want to pick them sooner due to frost, the plant starting to die back, or because critters are getting into them, you can pick them anytime even if green. Lay unripened tomatoes in a single layer in a box and check them daily, turning them and removing them as they ripen or you discover they are spoiled.
It's not unusual for it to take them until mid-late September for everything to fully ripen.
