I have friend that had the same message. She contacted the local RCMP detachment...and no warrant of course. These scammers will try anything.

How do they get money out of you, by telling you there is a warrant for your arrest?  

They claim that if you pay them a certain amount of dollars they will make the warrant "disappear" or they will "erase your fine" some way / some how.  
 
Did they leave a return phone number?

Message on machine said that before they sent it to local police, they wanted to talk to me so they could clear this up. They would probably tell me if I sent money to pay a fine or whatever it would be forgotten. Probably until they thought they could get more money. Local RCMP said to ignore it which I was going to do but felt that I should report it. and yes they did leave a number to call and I gave that to RCMP.
