What is their destination point? Not likely going to walk to Superstore and carry back a $100 worth of groceries. Also doubt they are walking to a school as there aren't any close. Will residents of Sokol Manor use a walkway with steep elevations?
If the gallery still had stores there might be an argument for a walkway.

connected to the walkway system, more people might use it more than the current bridge. And you also don't see masses of people using the other walkpaths, but they are used regularly.
The inclines on the bridge make it a real challenge, especially off Pacific. As it stands right now, none of the walkpaths lead into Downtown. If more people start using it, the criminal element might leave.
The walkway in Quesnel is spiral with gradual inclines to get to hight required.
And the City of Quesnel only has 10,000.
