But actually going 1/2 way and then waiting is correct way to make a left turn at that type of intersection. It's called establishing yourself in the intersection. You should only do it if it's safe to do so, and it should be left of centre so people turning left off 18th Street can also complete their turn.
It's similar to establishing yourself to turn left on a solid green at a controlled intersection (something Brandon drivers rarely seem to do, which drives me nuts).
