Putting a coin in the cart makes shoppers normally put them back in the corral to get their coin back.
It's a pain, but if you shop there, you know what to expect when you shop there.
Not putting a coin in is a treat, but then there can be left carts all over the parking lot, possibly dinging up cars, blowing in the wind and left all over the place.
Most people return carts to the shelter. Then there are ignorant and lazy people who will never take the time or effort,
If you go prepared, a cart does not cost anything.
