Thought the idea of By-laws was

To make people accountable for actions that the city deems to not be in the citizens of the city of Brandons best interest.
The cost to the city should be zero or a money maker. If people do not follow the rules one warning then fine them. If they don't pay add it to their taxes. Then contact the paper, CBC E Brandon and all the radio stations and give the stats on the number or fines given out in the last month.
The person enforcing these types of by-laws should bring in more money then they cost the tax payer.
The other option is not to have a bi-law and let people do what ever they want.
