Has anyone one else received notices from the city of Brandon for garbage cans in back lane after garbage day for not removing them from the lane.....what are your thoughts about this? I think this is a waste of our tax money paying a person. To drive around taking down can numbers and then paying some to type up notices and send them out....this is just a waste of tax money....cans have been in back lanes for years so why try and change it now...put the money to more useful things like fixing streets...

It is a real waste of tax money to pay someone to have someone remind home owners to bring their garbage bins back onto their property. It would be nice if homeowners followed the requirements of their collection bins so we wouldn't have to have someone continue to do this job. And if you don't know what is expected of you and your collection bins I have included that below taken from the city website.  
 
Cart Placement  
Please follow these quick steps to get ready for refuse and recycling collection day.  
 
Fill it: Put garbage in garbage bags in your black cart and recyclables loose inside your blue cart. The only exception is placing shredded paper inside a clear plastic bag.  
 
Place your garbage in the black cart. You must use your black cart to have your garbage collected. Your carts are considered full when another garbage bag will not easily fit inside. Never place excess material above the rim of the cart or beside your cart.  
 
 
 
Park it: where the collection trucks can access it. Place cart out for collection no sooner than 12 hours before the start of collection or 6 pm the night before pickup, i.e. 6 p.m. on Monday for Tuesday collection.  
 
Place wheels against front curb or at least a 30 cm (1 ft) distance from your back hedge or fence. If you can open the lid without hitting any obstructions, you've left enough space behind it.  
 
Park it on flat ground at road level and make sure you are not blocking traffic.  
 
Please note: In the winter do not place carts on the top of or behind piles of snow.  
 
 
 
Point: the arrows on the lid toward centre of road or lane.  
 
 
 
Space it: Leave enough space between carts and other objects. Leave enough space to walk between your black and blue carts.  
 
There should be at least three metres (10 ft.) of-space above your carts.  
 
Please ensure your carts are at least .5 m (1.5 ft.) from obstacles on either side, such as parked cars, power poles, utility boxes, fences, downspouts and garages. If these requirements are not met your cart may not be picked up.  
 
 
 
Store it: on your property  
 
Pull your empty garbage cart and recycling cart back on to your property by 4 p.m. the day following your collection. i.e. Tuesday pickup remove by 4 p.m. on Wednesday.  
 
You are responsible for taking care of your cart and keeping it clean.  
 
 
 
Reminder 1: Carts must be stored on your property behind your fence or shrubs. If stored on your property but on the lane side of fence or shrubs the property owner is responsible for stolen or damaged carts at all times.  
 
Reminder 2: If you have a green cart all the above rules apply to the use of the green cart as it does for your blue and black carts.

Going up the back lane of the 1400 block of 6th street. It’s a free for all. Bins never get put back on peoples property or inside their fences. Frustrating to try to maneuver up there.

I think it’s an awesome idea. One I thought was supposed to happen from the get go. There are only a handful of family’s on our block that actually take theirs in ( we are one). It’s so rude when people just leave their bins out, especially if it’s on the opposite side of the lane. It’s not fair to the homeowners who are responsible to mow and tend to that section of the lane behind their fence. It’s a pain moving other people’s garbage bins around to mow and trim all summer, just cause the other people are too lazy to move theirs.  
If everyone would do their share and follow the rules, this job wouldn’t be needed.  
Also on windy days those bins get blown around and garbage gets strewn all about pretty quickly. Some backlanes are filthy and the bins block the lanes when blown down.  
I hope the city keeps at this. Just my opinion!  
Ps. If the city does keep at it, the fines for non compliance after the warning letter isn’t adhered to, will more than enough pay for this position and leave some left to possibly put towards other things as well. Since there is many people who feel they are above the rules.

why pay someone to put flyers in mail boxes.  
 
because when the recycle/garbage truck comes around he is going to dump all bims that are on the lane, he has no idea if they are full, 1/2 full, or empty. so much of thier time is wasted dumping bims that do not need dumping, ours are typically every second week dumped, and I suspect we are not alone. So the money spent on educating people hopefully is well spent if they take thier bins in and only put them out when full just before garbage day. saves on labour and maintenance on the trucks  
 
second point, if it gets stolen, ( and they do) the replacement cost to the homeowner is $185.00 or something like that. Fishing guy will know that amount. So not sure why people risk damage or loss to thier bins caused by storing them in the lane.  
 
3rd point, is there still; dumpster divers walking the lanes at night. looking to see what they can find out of your garbage/recyle bin?

that the city would crack down and fine people who leave their bins out 24/7.  
 
We have a guy that checks the bins and lanes but he cannot write any tickets as far as I know. Give him the power to hand out some tickets. Cash in the coffers may mean lower tax increase for us!  
 
I watched the neighbour's recycling bin get emptied yesterday and the damn thing was empty! What a waste of resources!

When I moved into my place a few years back the landlord never double checked to make sure I had the proper bins that were assigned to that address. I had bins with badly busted up lids there was no point in trying to flip them closed. Well I always took out and brought my bins back properly. I got a notice one day that I apparently left my bins out. It was just a warning, and the letter stated if it happened again I could face a fine. Well I scratched my head over it because I knew I always brought my bins back.  
 
Turns out someone four houses down from me swapped our bins around so they could have ones that didn't have broken lids and they were leaving them in the back lane which is why I got a notice. Needless to say I got the bin numbers figured out and I went and talked to the person who had mine and took them back.  
 
Never again did I ever get a notice in the mail about bins being left in the back lane.

Are bins are always kept in the yard til garbage day. They have wheels on them it’s hardly an effort to put them out. Then you don’t dont have the garbage truck checking empty bins which is a waste of time and energy. Sometimes ours go a couple weeks without having to put them out.

It's a waste of tax payers money when you don't follow the by-laws.

I live at an apartment. We only have 3 garbage bins and 3 recycle bins for approximately 23 people. The bins are always full well before 'garbage day' and people put the trash beside the bins which are located right against the north side of our apartment. Its absolute eye sore until the garbage is finally picked up. The folks on the North side cannot open their windows because the garbage just stinks. We have complained to the landlord and to the city for a long time. Nothing is getting done about it!  
 
The garbage system is a waste of taxpayers dollars as it is currently set up.

To make people accountable for actions that the city deems to not be in the citizens of the city of Brandons best interest.  
 
The cost to the city should be zero or a money maker. If people do not follow the rules one warning then fine them. If they don't pay add it to their taxes. Then contact the paper, CBC E Brandon and all the radio stations and give the stats on the number or fines given out in the last month.  
 
The person enforcing these types of by-laws should bring in more money then they cost the tax payer.  
 
The other option is not to have a bi-law and let people do what ever they want.

It comes down to homeownership pride. Would you leave them if they were in the front of your house? People have the "outta site-outta mind" mentality when it comes to back lanes. If you don't see it, it doesn't happen. If people cleaned up their back lanes and cut the grass you would probably see a neighbourhood improvement.

But, I agree they should be brought back in. And I always do however, I’ve noticed the people next door put their bins on my property. I have taken them back to thier place 5-8 times before and they always get put back on my property and it gets in the way of parking my car and have to move them every time.. I have talked to their landlord and nothing gets done about it.. eny suggestion on what I could do?

The back yard is fenced like 4 feet back from the back lane there is enough room to store all 3 of my bins out there the neighbor across he lane puts his bins there every garbage day and the neighbor the right brings th m to my propert every garbage day too. But I just leave mine out there all the time cause it’s my property but in be backlane.  
 
Is that wrong. Should I bring them into my yard still ?

Phone bylaw and they will get the notice about putting them away. Eventually they will get fined.

Still bring up the 4' and put against your fence.

It could be a grace period before tickets get issued. In that case it's not a waste of money to drive around the city.
