Advice getting owed money back

Alright here's the story:
My friend needed a phone really badly, so we both agreed that I would get her a phone plan and when she turned 18 which was only two months away, we'd put it under her name.
Well its been 9 months and she now owes me over $500 in bills and a cancellation fee of $400.
I told her Two months ago that I would be canceling her phone and she even told me she'd prefer that because she couldn't afford her bills, I told her that it would be 400 to cancel.
So now im in the hole $900 because she dropped of the face of the earth, hotmail, ebrandon, facebook, even her house I cant find her.
So i just wondering is there any legal action I can take? I just want my money back...and she still has my cellphone...I am thinking about going to the cops...is there anyone else I should contact about this or something I could do...like suing for it in small claims court.
