Mandatory drivers tests for 65 and up?

I see it all the time. I'm following a car that is barely idling down the street with the turn signal permanently blinking. A tuft of blue hair and two skinny, onion skinned hands hanging from a steering wheel, wandering from lane to lane perhaps looking for the remote for the TV. So my question, should there be a mandatory drivers tests for people once they turn 65?
