Unexpected Home Reno.

Someone I know bought a house recently and was told that the roof on the addition had been fixed it just needed the facia trim to close everything up. A couple days after they bought it the roof was leaking both inside the front entry way and inside the sun room. They had an experienced handy man over recently and they said that the roof joists are rotten (at least the parts they can see), one roof joist is missing, and there is no flashing where the addition hits the older part of the house. The handy man says that you cannot close up the roof until it is fixed. He estimated that it will cost them $1500, less if they do some of the work themselves. Some people are telling them to go back to the real estate agent and get them to pay for it and they are just really confused about what to do. Any advice would really help them! Thanks in advance.
