faxed ads for cheap travel

I work in an office and frequently get faxes offering travel to Florida/Mexico/ Caribbean for very low prices. For example, two came in today alone, one that offers 6 days/5 nights in Cancun or the Dominican Republic for only $199 per person, including all meals and drinks (including alcohal), unlimited non-motorized water sports, and kids eat/stay free. The other includes 6 different trips equalling 23 days for only $299 per person. It doesn't appear that flights are included though.
Are these legit? Has anyone called and tried to book these? One fax doesn't have the name of the company, only the toll free number to call. I googled the number and the name on the other fax (Central State Travel) and found neither.
My initial thought is that if it seems too good to be true, it probably is. But then again, I always hear of people getting great deals on all-inclusive vacations...
Thoughts?
