Guild Insurance

I picked up a great travel insurance coverage plan at Guild, when I went scuba diving on the mayan reef for the winter a few years back. It only costed a hundred bucks and some change at the end of the day, and would have i:ncluded a full weeks stay in the hyperbaric chamber if I needed it. Luckily, all I needed were some good pro plugs for my ears, since I suffer from 'smaller than average' orifices.
I came close to rupturing my ear drums during training, but Doc's Pro Plugs saved me after a week of eating tacos and sipping that Reposado. Brings truth to the saying, it's not the size that counts, its how you use them.
Also, to answer your other question. Go to Mexico. Grab a cheap hotel room. Ask some locals for a good month to month rental unit, or do some online searches. Something tells me you'd really enjoy San Pedro in Belize. It's a small island covered in rental cottages along the beach, but you may want to call down there to see if the tsunami has left any marring.
