I lived in Vancouver for 25 years and I will say this about December...... RAIN.
Usually every day, and 2-8 degrees. As others have said, it's not bitterly cold, but it will give you the chills.... Footwear Must be waterproof.
Bus and Skytrain transit is expensive and poorly services the tourist destinations. I'd recommend ride sharing services there.
I would never recommend anybody to visit there in any months outside of June, July, August, and September.
It is a phenomenally beautiful city, but only for the 50 days a year that it isn't cloudy and/or raining.
Science world is great in the rain, so is the aquarium in Stanley park.
If the hills are open, I'd Helen's snowboarding or skiing in the local mountains as an excellent outing.
Capilano suspension bridge, the bulk of Stanley park, and pretty much anything else outside will be 100% dependant on the weather of the day.
Any hotel that is along the Skytrain routes will make things convenient for you to get to downtown, but please check trip advisor...... Some sky train stations are absolutely downright dangerous after the evening rush.
