Peace: Israel/Palestine

I don't understand this. I just can't get it through my head.
Israel wants peace with Palestine. Their true desire is co-existence, with each people having democracy and a full opportunity to pursue happiness. I want to believe this is the truth for Israeli and Palestinian people.
So WHY did the Israeli Military declare 250 Million dollars over 2 years for Westbank Settlement expansion. A settlement expansion that violates International law.
Palestinians are literally starving in every sense of the word because of years of drought.
An expansion in Settlements to the tune of 250M will further increase settlers need to tap Palestinian water supplies, either by illegal vigilante siphoning or legal government/military siphoning.
Doing this right after kicking the crap out of them, Palestinians having a popsicles chance in hell, doesn't seem fair.
I'm guessing that might be at least a Minor factor in peace.
In light of that, why would the Foreign Minister say, in response to another 250 Million dollars in funding: "settlements are not an obstacle to achieve peace".
On one side he claims its not an issue, that the conflict situation was the same pre-1967. So he's saying that billions of dollars, plus another 250M, in illegal settlement expansion over 40 years makes NO difference to peace.
Why should anyone believe that?
