That's the headline I just read this morning from an Al-Jazeera report. My apologies for the graphic nature of even the headline, but it strikes as important as well. The full article is here:

If you have trouble with the headline don't read the following very brief summary. A small group of NK elite forces that defected to the South were eye witnesses to the fact the North believes the 'best' service mentally ill and disabled children can provide to their nation is to be sued as test subjects. They are part of the North's wide spread use of human test subjects for chemical and biological weapons development. It's so horrific it still doesn't seem like it's real/true.
