It seems like the pavement is super rugged and I'm always crashing because of all the cracks, rocks and uneven pavement almost all over the city.

I get this right on the concern of the streets: I don't know why drivers complain on bad streets feeling rough you probably thinking because hey it is worse biking on those streets, sitting on the seat you feel the rough.  
If I didn't get the subject of the op right then sorry just dispose my comment go over top of mine and keep reading other comments.

i feel you on this one. skateboarding and longboarding is pretty difficult, i dont know how many times ive caught my board on an uneven edge on the sidewalk and went flying lol. even biking is hard to do.

Unfortunately I don't see this changing for you any time soon. The problems are caused by ground heave due to weather, tree roots etc and to pay hundreds of thousands repairing sidewalks and streets for the few people who skateboard for a couple months, it's just not possible. Our taxes would sky rocket. Try boarding on the bike paths, they are a little better.

haven't rollerbladded for few years on sidewalks, too dangerous in my opinion, bad surfaces plus few stones as you step on corner streets.  
In my opinion save the costs on putting flowers along streets then take them off in the fall use the money for making an area for exemple a rink or similar type for rollerbladdes. Flowers may look nice but not practical and when you drive you shouldn't look at flowers.

I just fell and twisted my ankle because of uneven pavement... I was walking.
