Traffic Question

l was just coming home and was heading west on Princess ,l got into the left lane to turn south onto 18th street and stopped for the red light at the intersection,(Princess & 18 th.when the light turned green,the lady beside me in the center lane turns left onto 18th and goes into the right lane on 18th.
l have seen people do this half a dozen times in the same spot,,l know they have two turning lanes in some larger cities as long as there is the green turning arrows in your lane,it is legal here ?
