Controled cross walks...

Just wondering why pedestrian's don't press the button and activate the flashing lights before walking out in traffic?
On the way home tonight, a walker never even looked just started to cross 1st at a cross walk that had a flashing light option. They were dressed in dark clothing and it was all I could do to see them and get stopped without hitting them.
Why don't walkers look first before walking out in traffic? Cars can't always see you and this time of year it is often difficult to stop quickly. It seems walkers just believe drivers will see them and stop.
Are people just this careless? When there is an option of flashing lights why would you not use them?
