Water on the East Side of Highway #10 at the #2 & #10 Intersection

Does anyone know or have any idea what is going on there? The water in the east ditch of #10 just south of the intersection has dividers & floatation, well toys basically is what it looks like floating in it.
There is also a few pieces of heavy duty equipment around though, so it just made me curious!
Any insight appriciated to fill my curiosity! haha
