Tulips coming up froze, leaves laying flat, guess that would mean no flowers this spring ? Yes , No ?

Tulips are pretty hardy. It will for sure try to grow new leaves if these ones are damaged beyond usefulness, as the plant needs them to make food for themselves.

As to whether it will make blooms, it will depend on how much energy the plant has.

Don’t give up on them. Tulips are very hardy and will likely still bloom. The leaves can darken a bit and look limp but I have had them revive and do great as soon as it warms up a bit. Hopefully you will still get to enjoy their beautiful blooms this spring!

If they are established tulips they should be fine as already said they are a pretty hardy flower and can handle a bit of cooler temps. Looking at the forecast it should hopefully warm up soon so I think you will be fine. I have several tulips and its very rare they don't bloom.
