Rain Barrels??

I know somewhere on here there's a thread about the possibility of rain barrels being offered at a reduced rate. I can't remember if it was in fact a go or not. Something to do with Earth Day? Anyone able to help me out with this, as we are interested in obtaining a couple through this program. Limited water usage where we live.
