flower garden

my wife wants me to make a new flower garden in the front yard and i was wondering before i tackle this task if i have to call before i dig up some ground to make this. I am hoping that i do not since i am not digging that far in the ground but i thought i would get advice from the good old people of the ebrandon community. THANKS
