Best Chinese vs. Best Chinese Buffet

I lived in Winnipeg for 9 years. I went to a lot of Chinese places and I think there are some REALLY great ones. But the giant/massive buffet places were not good at all.
FoodyGoody and Ye's were huge disappointments (I tried Lee's in Brandon here a few weeks ago and was pleasantly surprised. It is MUCH better than either of those places in Winnipeg).
Good Earth has an excellent lunch buffet.
But for my dollar, the best places were ones that did not offer buffet. And almost universally, I dont think there was a single place in Winnipeg where every restaurant nailed every dish.
For Example: The Hi-Ball: This is a tiny hole in the wall place on Academy. And it's my wife's absolute favorite. They do something extremely well here. Easily the best breaded veal in the city. Not those gross, fatty, veal balls. But actual strips of delicious veal, breaded in some extremely tasty breading and deep fried. They also did an AMAZING Special Lo Mein. And if you're the kind of person who likes a combo plate, it's really tough to beat their C3.
But there were also things there that are kindof meh. Their lemon chicken for instance wasn't as good as a lot of other places.
Huang Garden (someone mentioned this place already) is another great example. Actually i'd say probably the best lemon chicken. But not so good on a few other things.
What I learned in Winnipeg was that if I knew what I wanted, I ordered from specific restaurants.
