Tipping?

I am curious to know if Brandon waiters/waitresses expect a tip no matter what the service was like, and also do people leave a tip no matter what the service was like? We personally do not tip if we have poor service, twice in the past week we have had terrible service and left nothing so just wondering what others do and if this ticks off the waiter/waitress.
