Need help, marriage license

I was wondering where I would be able to apply for a marriage license and if there are any requirements. My fiance is coming in next week and we are planning to get married before the 24th of this month, we don't really want a big ceremony or anything like that, just want to have a marriage license and a small event. I heard that you can also do it at City Hall with a judge?
