Changing over tires is a pretty basic skill everyone with a license should have so i dont think price is going to buy you better work so no need to pressure someone who wants to watch their dollars
Any shop in town would handle that task safety, unfortunately with overhead and other expensive $50 isnt really out of line. I do my own which is the cheapest option but otherwise i have seen prices at walmart be fairly reasonable , at one time I couldn't buy the supplies to change my oil as cheap as they could do it for me, guys are nice and friendly too
Only thing id add is whether you diy or go to a shop make sure you re torque your tires after driving a bit, that will insure you are safe
