We bought a camper in Regina last summer. We were able to get a temporary permit from SGI there to haul it home (it was under $50), and then registered it here with MPI. No inspections.
BUT... there were no isolation requirements back then. It might apply to you. You will need to look into it from both the SK and MB side.
