Fuel Prices

Just have to wonder...why are the prices of fuel in Eastern Canada (East of Manitoba) generally less than here? GasBuddy reports fuel in Ont and Que generally about 12 cents less per litre. Huh? Huh? Do the pipelines not travel West to East? Thoughts anyone? Be nice
