Gas station discounts - Safeway's new program

I used to buy my gas from Safeway because when I send $35 or more at Safeway grocery store, I received a 7 cents a litre discount. I could accumulate 8 discounts at one time. It was perfect. Now they have changed the program that when you spend $100 in groceries you get 7 cents off per litre, $200 = 10.5 cents off per litre, $300 = 14 cents off per litre, well you get the picture. The thing is, is that you have to use the entire discount in one transaction for gas and then you have to start collecting all over again. I liked it better the other way as we have two vehicles in our family (as most do). Oh, and you can only spend $100 or 120 litres in one transaction, whichever comes first and the discounts expire every three months. If you drive a large SUV and gas goes up, we won't be able to get a full tank of gas.
What does everyone else think of this?
