Does anyone know what "first available lane" means when driving?

I just got home after being followed by some ignorant guy in a red Dodge Ram Sport. I'm guessing I angered him on the road when I was taking a left turn at a green light into my first available lane and he was turning right into his first available lane, when I think he actually wanted to cut into my lane.
So I noticed he tailed me home, then he thought he was stealthy by slowing down for a block until I pulled into my apartment parking lot. So of course as i'm going into my apartment building the guy comes driving through the parking lot, stops behind my car, not sure what he was planning on doing other than getting my plate number. So I walked back out to my car and grabbed something and he drove away, as he was slowly driving out of the parking lot he rolls down the window and yells something that shouldn't be said on ebrandon. I raise my arms, showing confusion, and the guy yells "f*** off" and drives away. Now if he had just talked to me instead of yelling childish insults from far away we could have settled it like adults.
Anyway, I've noticed a really bad trend of people cutting across all lanes when making a turn onto a multi-lane street. Drives me crazy. I'm driving on Brandon streets for most of my work day and the drivers seem to get worse everyday. Not to mention ignorant like this guy who will follow me home but won't let me know what I did wrong.
(i'm almost expecting my car to be vandalized by this guy, so if you're reading this, I know my cars and I know not a lot of people have that version of a dodge ram, hope I don't see you in my parking lot)
