I have been out of the "automotive" parts and service end of things for a while.
This work order Estimate quote in front of me irks me. It reminds me of a work order I saw some years ago. It was a job to replace a set of valve covers on a basic chevy v8 on a simple Gm car nothing complicated. There was a .5 (1/2 hour) obstruction charge to remove the air cleaner.
I kmnow the mitchell guide well and yes its under used and many many Obstruction charges or similar are missed. In this case removing the air cleaner is part and partial of the time quoted in that manual( replacing the valve cover gaskets).
In this case its the same. My daughter was quoted for a job that had a add on. The add on requires that the first job be done in order to do the second job. It is simple just like when you replace brakes on a car- why charge labour to remove and replace the tire and rim assembly to access brakes??
We used to call it related work.
I wonder how many people get hooped this way. I know my daughter will not!!
