Shop supply charges

I know and understand why Automotive/truck service shops charge a shop supply charge on top of the labour and parts charges.I also know it is banned in Quebec. Until today- I thought Quebec was wrong.
The work order I am looking at added a 14.00 fee onto a job that cost about a 160 bucks labour. It works out about 9 percent.
Now I know this shop started to ding customers around 2.5 percent of labour. That debate and I was there was "heated"
The merits of a shop supply charge with out a cap of sorts escapes me. This job required no "shop supplies" other than normal expenses like water/soap to wash the floor after the car leaves. Then add paper Floor mats and plastic seat covers to keep the car clean from technician fluff which is aimed more towards protecting the shop and less to the customer when it comes to a clean up issue!
I stand by the thinking that those(some) costs are part of running the shop and should be covered by the door rate.
Anywho- next time the car is repaired I will be looking at those add ons when I get quotes!!
